Where did you take that picture? At my polling place there were signs everywhere forbidding any electronic devices w/in 100 ft. including cell phones, etc.
The booths were fully enclosed, like a dressing room where you pull the curtain closed behind you, so I pulled out my camera in the booth where no one could see me (and turned off the flash just in case) :)
Though the only signs I noticed just requested people silence their mobile phones...
